The format of the certificate to be issued  by  the  Pre-shipment  Agencies,  Names of the Agencies authorized to issue such  certificates  and  procedure  for authorization of these agencies to be made operational with effect  from  1.4.2007, will be notified separately in due course.  2.  Last Para of Paragraph 2.32.2 (g) will be amended to read as follows:        The new system of import  from  registered  sources  will  come  into  effect from 1st April, 2007. BIR  was  founded in 1948  and  is  the  International  Federation,  representing  the  world \'s Recycling  Industries,  covering  in  particular  Ferrous  and  Non-  Ferrous Metals, Paper,  Textiles and Plastics.  More than 60  countries  are  represented through Companies and  National  Associations. This  Industry,  which employs more than 1.5 million  people,  annually  processes  over  600  million tonnes of commodities and  has  a  turnover  exceeding  160  billion  Dollars.  Of  the  over  600  million  tonnes  of  raw  materials  recovered  annually, approximately 325 million tonnes  is  Ferrous  material  which  is  supplied as feedstock to the world \'s Steel Industry.    FERROUS SCRAP:  The word   Ferrous   comes  from  the  Latin  word   Ferrum . Most  people  associate scrap with waste or rubbish. However, our  Industry  prefers  to  refer to ourselves as  Recyclers , who play a very important  role,  in  not  only feeding the Steel Industry  but  also  protecting  the  environment  by  converting waste into wealth for society.  There are three basic types of Scrap:   a) Own  arising or revert scrap .  In the  own arisings ferrous  scrap    cycle , these materials never become a  waste  because  they  arise    from metallurgical production processes like melting,  casting  and    rolling, and as they arise, they  are  intentionally  retained  and    segregated.  Their metallurgical condition is known, as it  is  the    same as that of the semi-product or product  from  which  they  are    segregated.     b) The second type is  new production scrap .  The key feature of  the     new ferrous scrap cycle  is that these materials  arise  from  the    fabrication or manufacture of new components, with exactly the same    (known) characteristics as the new materials used in the  products.    However, where components of multiple  materials  are  scrapped,  a    recovery/separation process would  be  needed  to  produce  furnace    feedstock.     c) The third type is  market scrap or old ferrous  scrap . The   old    ferrous scrap cycle  recognises the  fact  that  a  given  material    comes from a product that  has  actually  been  used,  subsequently    years or even decades  later  discarded,  and  in  consequence  has    become a  waste. The  recovery  process  of  old  scrap  produces    separated materials to agreed specifications for use as  a  furnace    feedstock, and they cease to be waste when certain agreed  criteria    are met.  Indian Steel Mills mainly import Shredded  or  Heavy  Melting  grades  only.  HMS is nearly 65% of  the imports.    SHREDDED SCRAP:  Today, there are over half a billion vehicles on the  roads  world-wide.  An  excess of  0.6 million cars every  week  are  recycled  world  over,  giving  nearly over 30 million tonnes per annum of shredded  scrap  from  auto  feed  stock.  Shredders also shred household  and  white  goods  and  the  current  world shredding capacity is 80 - 90 million tonnes.  The current number of Shredders in the world in 2005 is 700,  out  of  which  nearly 220 shredders are in North America and  185  in  Japan. As  far  as  India goes, there was only one shredder installed twenty years ago, but  due  to lack of input raw material, the same was dismantled and exported out to  Middle East, hence the shredder population of India  is   zero . There  is  good scope for installing  shredding machines in all urban cities in  India,  which will provide high density quality scrap.  Years ago, shredders used to have 1000 - 2000 HP, the newer ones are 4000  -  10,000 HP and can take thicker material as feedstock.  More and more HMS  II  grade  is  going  into  shredding  machines,  and  in  years  to  come the  internationally common grades of HMS I and II 80/20 or 60:40 will change  to  HMS I  100%.  SHIPBREAKING IN INDIA:  One wing of the  Indian  Scrap  Processing Industry  is  the  Shipbreaking  Industry.  The process of shipbreaking is done mainly at Alang  in  Gujarat.  India, with its vast  coastline  and  cheap  labour,  should  be  the  ideal  destination as a grave yard for ships  to  be  scrapped. However,  due  to  intense competition from China, Bangladesh and Pakistan and  the  5%  import  duty, the number of ships scrapped  and its  tonnage  into  India  has  been  declining. As against this, Bangladesh  grabs  most  of the tonnage by paying a price of USD 350 - 360/- per LDT.  Even at  these  prices, vessel owners are not too tempted to  scrap  their  vessels  as  the  freight market is firm.  When a ship is scrapped, not only it provides employment, but  generates  10  - 15% melting scrap, 65 -  70%  rerolling  scrap,  0.25  - 0.50%  of  non-  ferrous, and the balance as miscellaneous scrap.  90% of the  ship \'s  weight  is recovered and 10% is burning loss, wastage, etc.  Alang used  to  provide  employment to 30,000 skilled and unskilled workers a few  years  ago. This  has now declined to  only  8000.  The  heavy  melting  scrap  price  in  the  domestic market is around Rs.12,500 -  13,000/- per  mt,  while  rerolling  scrap sells at Rs. 14,000 - 15,500/- per mt.  GLOBAL REQUIREMENT FOR SCRAP:  With global steel production  at  1  billion  tonne  mark, merchant  scrap  requirement is estimated in the current year at 318  million  tonnes. By  the year 2010, requirement for merchant scrap is likely  to  go  up  to  388  million tonnes.  As the GDP grows in developing  countries,  the  generation  of merchant scrap will increase and  additional  processing  capacities  and  scrap yards will have to be installed to meet the demand for  quality  scrap  needed for the increasing steel demand.  EU, US AND RUSSIA \'S SCRAP EXPORT-IMPORT:  Europe both imports and exports scrap depending upon  the  grades  of  scrap  and the supply-demand situation in the EU 25.  Last year, Europe  exported  9.4 million tonnes and  imports  were  8.2  million  tonnes,  of  which  4.3  million tonnes was from Russia.  In the first half  of  2005,  EU  countries  exported 4.4  million  tonnes  and  imported  4.1  million  tonnes. It  is  interesting to note the break-up of the  EU  scrap  trade  figures  for  the  period January/June 2005.  In the first half of 2005, the  exports  declined  to numerous countries, while exports to India jumped by 257% to 1.4  million  tonnes, compared to the same period in the preceeding year.  USA exported 11.9 million tonnes last year.  From West  Coast,  exports  are  mainly to China, Korea and other Asian countries,  while  from  East  Coast,  the exports are to EU and to a smaller extent to India.  Russia exported last year 12.8 million tonnes, the largest buyers  being  EU  countries.  Last year Ukraine exported 2.5 million tonnes. Currently,  due  to  export  duty  being  levied,  exports from Ukraine have declined  drastically.  Russia is likely to collect 30 million  tonnes  in  2005. In  January/September 2005 period, Russia exported 10.3 million tons.  PRICE SWINGS:  In the 70 \'s and 80 \'s, the prices of scrap were USD 100/-  level. From  mid  90 \'s, they were around the USD 150/- level, and now in the last  2-3  years,  it has been yo-yoing at USD 200/-  - USD 300/-. Between October  2004  and  June 2005, European scrap prices declined by more than 50%. This  resulted  in the immediate drop of collection of scrap,  which  caused  the  price  to  bottom  out  in  June. Between  June/September  2005,  the prices rose  drastically, and once again in September/October  2005,  the  prices  saw  a  declining trend.  The scrap prices are expected to remain  above  the  USD  200/-  level ex-  Europe/USA in 2006, which will also depend on the on-going negotiations  for  the price increases of iron ore, coking coal, etc, for delivery in 2006.  In the last two years there have been violent price swings on account of  no  build-up of reservoir or cushion to buffer the  sudden  changes  in  demand.  The slightest change  in  demand  sends  the  price  spiralling  upwards  or  downwards.  Also, don \'t forget, scrap collection is not  a  commodity  whose  flow  can be turned on and off  like  a  tap.  It  takes  a  long  time  for  collection to increase, processing capacity  to  be  installed,  and  supply  chain to get  strengthened. When  prices  suddenly  drop,  the  collection  radius and tonnage also decrease.  It is always preferable to have a  stable  price or gradual movement of the scrap  price. Sudden  peaks  and  valleys  does not help anyone.  With steel production increasing, the demand for scrap, and  in  particular,  quality scrap, has been strong, which has lead  to  sky  high  prices. The  other factors which has caused scrap prices to increase, are the strong  U.S  Dollar,  increase in  processing  costs,  rise  in  freight  rates  and  the  insatiable demand for scrap from China.  As they say, if China sneezes,  the  world catches a cold.  INDIA \'S IMPORTS :  India \'s imports of steel scrap in  the  current  year  is  estimated  to  be  between 2.75 -3 million tonnes, of which  1.4  million  tonnes  has  already  come in the first half from EU  countries  alone. While  big  steel  units  import the scrap in bulk shiploads, the smaller  induction  furnaces  import  both shredded and heavy melting scrap in 20 \' containers, the  former  coming  from Europe, and the latter coming from Africa  and  Middle  East. Due  to  problem of inclusion of explosives with  scrap  coming  from  war  zones  in  Middle East, the Government Authorities have already banned import of  scrap  from Iran, and discussions are on for registering exporters  of  scrap  from  war zone  countries  to  India,  on  similar  lines  as  the  AQSIQ  Chinese  Registration system.  Simultaneously, it  is  expected  that  inspection  of  scrap from non-war zone countries, such as Europe and USA, will  be  relaxed  by Customs.  Currently, the scrap import duty to  Actual  Users  is   zero ,  while if imported by a trader,  the  same  is  5%. This  anomaly  is  also  expected to be removed shortly.  Due to the strengthening Dollar and high freight,  the  Indian  steel  scrap  consumers are more and more switching  over  to  greater  usage  of  locally  available alternate feedstock, such  as  HBI,  DRI  and  Pig  Iron. It  is  estimated that by 2011 - 2012, when India \'s steel production is targeted  to  reach 60 million tonnes, India will need  20  million  tonnes  DRI,  and  12  million tonnes Scrap, of which 4 million tonnes will  have  to  be  imported  scrap.  It is estimated that there are  nearly  1300  induction  furnaces  producing  Pencil Ingots which are then rolled into construction steel.  Many  of  them  have mushroomed in areas having abundant ore and coal.  These units  produce  sponge iron and  use  the  energy  generated  for  heating  their  induction  furnaces.  Induction furnaces were utilising  45  -50%  of  DRI  and  Sponge  Iron in their mix, have now increased the same, with experience,  to  nearly  75% - 80%. Last week the Pig Iron prices and Sponge Iron prices  in  India  have been further reduced, which makes it unattractive to pay higher  prices  for the imported scrap.  HBI imports from Libya and South America have  also  been lately contracted for.    SUMMATION:  Firstly,  the global recycling industry is healthy and  well  organised  and  is able to respond to the steel industry \'s increasing demand  for  more  and  more ferrous scrap.  Secondly, due to the surging steel production passing the  1  billion  tonne  mark in the current year, the demand and the scrap prices  are  expected  to  remain firm on long term basis  Days of cheap scrap are over.  Lastly, please recognise that Scrap is a Mine above Earth and recycling  and  use of more ferrous scrap not only saves energy, but  as  well  as  protects  the earth \'s limited natural resources. BY IKBAL NATHANI ~  Indian Steel production in fiscal 2002-2003 was 33.67 million tons, this increased in 2003-2004 by 7.4% to 36.15 million tons. The consumption of finished steel increased by 5.2% to 30.4 million tons compared to the previous years consumption of 28.89 million tons. The Indian Steel industry has had a bumper year. All the mills are profitably running at 110 to 120% of the installed capacity and most mills have planned to augment production capacity further in the coming years. It is projected that by 2006, the steel demand in India will increase to 38 million tons and by 2010 at 52 million tons and by 2020 the target is 100 million tons. With over 1 billion people, vast reserves of Iron ore, availability of human resources and growing domestic demand, India is in advantageous position to exploit this opportunity, since the per capita consumption of steel is currently only 30 kg as against China \'s 150 kg and USA 460 kg. Currently, India is 9th largest producer of steel in the world ~  Since raw material constitute 30 to 40% of production of the integrated mill, the rise of input costs due to increased price of Metcoke, Coking Coal, Sponge Iron etc has also been a slight damper. Quite a few of the plants have decided to inject coal dust and use scrap in the blast furnace which will reduce coke rate and lower the cost of production of hot metal. They shortly plan to step up scrap feed from 5% currently upto 15% .  ~  Metcoke availability from China has been in short supply due to limited export licenses and Indian mills paid upto USD 500/- per mt. delivered Indian Port. The rates currently are prevailing at around USD 450 - 455.00 per mt. delivered. DRI plants are running at full capacity and selling prices which were around USD 215 -  220 per mt last year have increased to USD 305 - 310 per mt ex works with inland freight extra. The mills inspite of all round increase in raw material prices have been able to  make good profits.  ~ Ferrous Scrap imports continue to grow despite import duty of 5% on melting scrap.  There  is  15% duty on re-rollable scrap and ships for demolition. The domestic scrap  price which was in third quarter 2003 around USD 210/- per mt is currently hovering at USD 270-280 per mt but domestic prices are weakening in line with lower prices offered from Europe and USA. The imported scrap prices peaked in January  \'04 to a level of USD 320/- C&FFO for shredded, but due to China \'s absence from the market the prices have declined sharply. India has now been able to purchase large volumes of scrap at around USD 240 - 245  per mt delivered Indian ports. Offers for HMS grade from Romania and Poland are coming in at levels of USD 220 - 230 C&FFO. Large volume of scrap from Middle Ease and Africa as well as Europe continue to come in containers and now almost every Shredder Operator from Europe is offering shredded scrap in containers.
